completeable, but broken install pipeline; maybe package appending at some packages, read hint, maybe expected sth. different; try to fix, first numpy, then panda problem (so assuming C backroutine, maybe notebook 2.11 instead of 2.6. deprecated makes a difference, don't know) (with wheels same problem)
