I got confused and couldn´t make the 2nd task

According to the instructions I had to create a new VM for zone us-west1-b for a new 10GB pd-balanced disk, however after I did so I couldn't do much because there was a warning "A 10GB pd-balanced disk is currently unavailable in the us-west1-b zone. Please try your request again in another zone" When I changed the zone, the lab didn't count my progress because "Please use the west1-b zone". I couldn't do much and run out of time. I wasted credits in an unsolvable lab.
