One step is missing. After creating the RDS instance, you need to create a MYSQL database named drupaldb, otherwise it is impossible to run the restore command from the backup.

Not a big deal but instructions don't match new AWS console. Big deal: couldn't get connected to db instance to repoint drupal or import the export.

After changing the RDS instance size the status did not update from Modifying to Available even after the status change has been made and working.
