This really isn't dynamic content - it's variable bit rates based on the network bandwidth of the device requesting the playlist. It's also not clear how you can tell what version of the file the device is using (2M, 1.5M, or 1M). It would be helpful if there was a way that you could verify this.

The master playlist was not streaming - it was only downloading the .m3u8 file.
