had problems getting the FederationMetadata.xml the host was named adfsserver but adfsserver.mydomain.local could not be resolved. netstat was showing teh PC name as WIN-2IRIV216FEH using this value in the wget command worked

Instruction set is wrong, step 132 (roughly) you must publish self-signed cert to the personal store before you can complete the ADFS management wizard. I had to use mmc with cert snap-in to get it working. Final step to login to verify does not accept user account.
